The error message makes no sense and the problem may not be what you think.
The reason I received this message is because I am using Skype and Skype is keeping W3SVC from running.
The solution: Close Skype; start IIS and restart Skype.

Web sites cannot be started unless the World Wide Web Publishing Service is running
When you try to start IIS and you receive the following message:

The reason I received this message is because I am using Skype and Skype is keeping W3SVC from running.
